She is the wife of Mayor Larry Kline. She's also one of Karen Wheeler's friends that accompanied her to the Hawkins Community Pool on a daily basis to flirt with Billy.
1985[]
On June 29, at the Hawkins Community Pool, Winnie, Karen Wheeler, and two other mature women were waiting for Heather Holloway, the lifeguard on duty, to step down so that Billy Hargrove can come forward, with each woman ogling him.
On July 2, Winnie returned home from a Jazzercise class at the Starcourt Mall to find Larry handcuffed to their bed by Jim Hopper after Larry had tried to leave the house earlier to alert the Russians about Hopper and Joyce Byers discovering his shady business dealings with them. Larry frantically called for help as she scrambled to help free him from the bed and was horrified to see that her husband was beaten and bloodied by Hopper.

She's unaware of her husband's affair with his secretary and possibly his shady dealings with the Russians working in Starcourt Mall. Despite this, Winnie is shown to care for her husband when she finds him handcuffed to the bed by Hopper.

Winnie is Larry’s wife. Unbeknownst to her, Larry is cheating on her with his secretary, Candice. It is unknown how she feels about her husband being arrested and removed from his position as mayor.
