Yes, as I said, in Max's mind it's not all that unlikely that something like this will happen and for Max, and therefore also for the viewer, it's almost as if it were real. Perhaps it emerges from Max's subconscious, or is misused by Vecna as an illusion... who knows. Maybe similar to Lucas: Vecna takes Billy's form to get to her, with white eyes and his voice, like in Season 4.
Well, I think it's safe to say that Billy will most likely not be resurrected, unless the dark forces somehow mess with him, I don't know, make him grow some wings, or whatever - I'm hoping for flashbacks, or his appearance in Max's head, maybe Vecna will use him as a tool of terror... All possibilities that could be considered.

If you mean the clue that Ray Carroll dropped in “The Last Sister”, I'm afraid I have to tell you that's not enough of a clue for Brenner's return, because:
No user can remember it unless they have a photographic memory (and I've seen the show 2 times).
They should have fleshed it out further, maybe sprinkled in some documents for his comeback in p. 3 or something that would anchor the idea of a return deeper in the viewer's mind than a quote from a man who not only hardly anyone knows by name, but who is also not given more than 5 seconds of attention.
I'm well aware that Billy is already in the ground, but Brenner had no UD, no Vecna, no Mind-Flayer behind him. Why wouldn't Billy reappear as a modified self if Brenner could do it just like that. Or he comes back in flashbacks or in Max's head. For the sake of internal logic, Brenner should have been left out, because his appearance is also just a plot device, but now that they've put it into the fans' heads that a reappearance of a character believed dead is possible, they might as well bring Eddie and Billy out of the woodwork to avoid upsetting the fans. I'd also find it a bit silly if Billy returns, but they did it with Brenner in an almost similar style.

@GrizzledVeteran Hmmm... it was just as silly for Brenner to reappear: misused as a simple plot device. Why couldn't someone else have carried out the Nina project, some sidekick? Since I probably didn't understand the allusion to his return well enough, it will have remained unclear to other fans as well, which makes his appearance seem out of character and raises questions about the thread of the S4 script. If Brenner returns randomly, even if I wouldn't like it, Billy could return in the same way.
They can't go wrong with flashbacks. As long as they don't completely twist his character, but he didn't go on too much of a journey beforehand and I doubt they'll jump all the way back to California, where you're guaranteed to make more mistakes in how you portray him. Otherwise, I could also imagine him appearing in Max's mind again.

Since the term is derived from "communication," the spelling with two "m"s makes perfect sense. However, it remains unclear why the series uses the shorter form, while the comic opts for the fuller spelling.
