Flashbacks happen about the past, not of the future.

Honestly, I wouldn't be surprised if he did. He's an expendable charcter, and it would make more sense for him to go than Hopper.

@Averhoes No, not necessarily. The only reason Powell became chief of police is because Hopper was “dead” for season 4, so Powell took his place, but if Hawkins finds out that Hopper is actually alive, it would make sense for him to become chief of police again.
