I do think he tried… but he didn’t necessary stand up for her when Angela was bullying her. Even if he did though, it probably wouldn’t make that big of an impact and instead make Will vulnerable to more bullying by Angela. Also, Eleven was trying to make friends and socialise while Will’s main goal was to try to keep a cover and not be bullied like he was by Troy and James.
Although, Will did take Eleven’s feelings about Mike in mind and did try to help them get together. Also, Will wasn’t necessarily angry or salty to Eleven after she did kind of ‘steal’ Mike after season 1/ Eleven was one of the reasons that Mike got distant from Will. In season 4, Will states that Eleven is his sister and he also says ‘our mom’ instead of ‘my mom’ when referring to Joyce around Eleven.
