Troy and Angela. Both are meant to be loathed.
Think of it this way:
All four sets of characters (unlike Steve Harrington and Jason Carver, the former redeeming himself and the latter never truly cruel) are genuinely cruel in some ways, but as someone who has seen the majority of episodes of ST form seasons 1 through 4, I think Angela takes the crown.
Billy Hargrove intimidates and humiliates people, but isn't necessarily manipulative; he exerts the most physical violence compared to Angela, Troy Walsh and James Dante, and Tommy Hagan and Carol Perkins, but is a byproduct of the abuse he suffered under his abusive biological father who shows less decency towards him compared to his stepmother. This in turns make him, in some ways, more redeeming and sympathetic. It can also be assumed that Billy during his rough childhood had been through worse during his adolescence or adulthood.
Tommy Hagan and Carol Perkins are less physically violent than Billy Hargrove but is crueler in the sense that they're more manipulative and offensive in some ways, like being misogynistic and sadistic for no apparent reason. But that being said, they're not too big of a deal considering that they didn't stand out too much.
Troy Walsh and James Dante had an uneven dynamic, with Troy clearly being the more violent and aggressive one with James occasionally feeling reluctant to follow troy's orders. They're also manipulative and sadistic, never feeling remorse for all the things he and James did. But unlike Angela, isn't too popular and even got humiliated himself, making Troy and James, IMO, the second worst bullies, but not the absolute worst.
As for Angela, her boyfriend Jake, her cronies Chad and Stacy, as well as every other student and youth (and possibly adults too) in Lenora Hills who conspired with Angela, they will never have my respect. Although the exact and true motives to why Angela and her cronies bullied, harassed, tormented, humiliated, and manipulated against Jane Hopper/Eleven is unknown, it's safe to say that she is unequivocally on the more oppressive side. Hopper/Eleven only wanted to fit into Lenora Hills, but because of Angela and her cronies' sheer popularity, her very cruel, vindictive, and despicable personalities and intentions, as well as their lack of beliefs of the supernatural, decided to make Eleven the punching bag of the community. Although the only two scenes where Angela and her cronies were shown to be very cruel to Eleven was in the school courtyard and the skating rink, it's blatantly obvious that Angela wanted nothing more than to vilify Eleven for the person she is. When she and her cronies got in trouble for destroying Eleven's diorama, they retaliated by throwing a milkshake at her and forcing her to trip, calling her things like "freak", "crybaby", "idiot," "snitch", and "dummy". The result? Eleven cries miserably and every time she does so, Angela and her cronies will always retaliate with cruel and sadistic laughter as a form of oppression. After Eleven smacked Angela in the face for being pushed too far, the latter took this as an opportunity to turn the entire Lenora Hills community against her out of sheer hatred. What makes this worse is that Eleven never wanted let alone deserved any of it.
So yes, if you're asking me, Angela is unequivocally THE WORST bully character in ST, with no dignity, no decency, to gratitude, and no remorse. God knows why she is this awful, but if you want to debate my statement, be my guest.
