Honestly -- Neither. Billy is a racist, abusive, homophobic and sexist. He's a terrible person, and tried to kill 3 thirteen year olds. If not for Max, he could have killed them. But I feel like he wouldn't since he would be sent to jail/prison.

For Brenner, He basically kidnapped kids to experiment on them. Those children all died except for 011 and 008. They had no childhood, and didn't know their birth parents.

But, If I did have to choose, I'd go for Brenner. He isn't.. exactly "better than Billy", but his actions aren't worse than Billy's.

Truthfully, with Billy you don’t get a lot of “bright sides”. With Brenner-well, at least I might’ve gotten powers?

Just kidding! Both are horrible, but Brenner cared for “his” children in some twisted way of his. Billy barely showed Max any affection a brother would show a sister. However, being raised by Brenner would include being treated like an experiment, and throughout all four seasons we see how that affects El-and not just her, Kali and 001 shifted into who they are today because of how they were treated in the lab. They changed emotionally and physically-so neither.

My survival instinct tells me...Billy as a brother

• I don't stay long at home and yes, we are family, but that doesn't mean we'll always be together, I move to another town, city or country and pretend it doesn't exist. And besides, with Billy's record, there's a good chance he'll go to jail.

• Brenner would experiment on me, put me in a tank, keep me locked up, cut my hair 👨‍🦲and I could never get away from him as Brenner always has people helping him. Brenner would always find me.
