Sorry guys, that was a misclick. Billy started out fine, but his family issues shifted him into the person we see in S2 and S3. He really did make Max miserable, even after he died.

Almost does nothing redeemable

^^ I agree. Although he was abused by Neil at a young age, it does not and should not excuse Billy’s behavior. His final sacrifice didn’t make up for a lifetime of sins, in my opinion. He only had a “change of heart” when he knew there was no hope of survival for him.
