I guess Billy in S2 wanted to run over kids, was racist and almost destroyed a family (karen Wheeler). Troy is a potential Billy.

I mean, Billy & Troy are both equally evil.

Troy was a bully, he tried to get Mike to k!ll himself, he held Dustin at knife point, and made fun of a boy's funeral.

Billy tried to run over 3 kids, he was racist, he was abusive, and tried to ruin a family.

Billy is the worst even though he was kind of the only me who redeemed himself-

Angela. She bullied Eleven, made fun of her dad "dying", and all Eleven wanted was to be her friend.

I would say that Billy is the worst out of all of them.
