Season 1 we see that Brenner shows a pic of a Russian to Eleven. He asks her to use her powers to find out more about the Russian. This scene made think whether there were Russians spies already in Hawkins and they knew what the Lab was doing. But in Season 4, we get to know that Brenner didn’t care about the Russians. He wanted Eleven to find Henry so he used the Russians for Eleven to practice using her powers. If Brenner actually worked on spying on the Russians then maybe the whole Starcourt mall/Russian invasion could have been avoided. Instead he went to Nevada and started working on NINA. How was he sure he would get Eleven inside NINA someday in the future?

Why was he mad on finding Henry if he already had Eleven?

If Eleven would have found him and brought him back then Brenner would put soteria back into his neck and get his guards to electrocute him again

@Nerrad24 - I think all indications are that the were spying on a Russian in Russia in season 1. Whether Brenner was interested in Henry or not, it would appear that the lab was a government funded program to explore the possibility of psychic espionage.

It also appears, from events in season 4, that Brenner was using the program (and Eleven) to look for 001 -- I think because he was genuinely frightened of 001.

@Averhoes if I was frightened of something then I would definitely not go looking for it.
