Some unusual serial murders start occurring in Hawkins and Upside Down vines start spreading above ground. The US Army arrives to quarantine the vine infested areas, while the Hawkins Party, which includes new character Eddie Munson, figure out that two new characters, Victor Creel and Peter Ballard, are responsible for the murders and vine sitch and so they try to warn the US Army.
A new character, Colonel Sullivan, wants to handle the sitch in a way that could get a lot of people killed, so it's basically up to The Party to save the day. Russian Spies cause problems for the US Army while a new character, Jason Carver, and Jason's gang causes problems for The Party, because they think Eddie Munson is the Hawkins serial murderer.
Murray uses his detective skills and friends/contacts in Russia, who aren't associated with the Red Army, to discover that Hopper is in Kamchatka. He tells Joyce, who asks for Sam Owens help, but the US Government won't approve a rescue operation in Russia, because it's the Cold War and they don't want give the Russians a reason to attack them. So Joyce and Murray hire a new character Yuri, who's a smuggler, to fly them to Russia illegally.
Mike is staying with the Byers over the holiday break and he, El, Will, Jonathan and new character Argyle, get involved in a plot that involves more Russian Spies, Sam Owens and possibly some former associates of Brenner, and (fingers crossed) Kali and her gang.
In Kamchatka, we find out that the Red Army are breeding and training Demogrogons, and that they did this by extracting vines/slugs from the Hawkins Gate they opened the previous year. They also haven't been able to open another Gate since, but they are getting close to doing so. Hopper plans to ruin the Red Army's plot to open a Gate and he also plans to escape from Kamchatka, but a new character Dmitri, a Russian prison guard, keeps a close eye on him and could stop him.

I loved that theory @commonthreads! I hope all of those theories will actually happen because those scenes will be the best for season four.
@Common Threads - how will Victor Creel figure into your theory?
There is a new character named Victor Creel - he is in Pennhurst Mental Hospital. He committed a murder in the 1950's. (Robert Englund will play this character).
My theory - he murdered his wife (Virginia Creel).
I believe that Victor/Virginia Creel will turn out to be Joyce's parents.
I don't have a theory, but I have the groups:
Steve, Robin, Dustin, Max
Nancy, Lucas, Mike, Erica
Will, El, Jonathan
Joyce, Murray, eventually Hopper
Haven't read about the new characters enough to place them in a group
Thanks y'all *takes off invisible hat*. @Averhoes I have a general idea of how Victor and Peter will figure into the Hawkins plot, and I assumed their story lines would be connected, since both of them are at Penshurst, one a prisoner and the other an orderly,
In ST1, Lucas assumed El escaped from Penshurst Asylum that's over in Kerley County, which on that statement you would think that Penshurst is close to Roane County, Hawkins. So I'm thinking that the murderer lives in Kerley County, and is murdering folks in the next county, Roane County, to avoid being caught, but also because they are drawn to Hawkins connection to the Upside Down.
Victor's character descriptions contains a gruesome murder, so it's likely that there will be a connection to the serial murder plot. Peter's description says that he's a caring man whoes tired of the brutality taking place at Penhurst and questions whether he will take a stand against it. So I'm wondering if Peter's caring nature is mostly in favour of the prisoners, and whether he will take a violent stand against the other Penshurst employees.
I'm going out on a leap here in thinking that Peter might be a fan of Victor's and is copying his murder, because his exposer to the brutality at Penshurst has unhinged him. ST2's threat had a psychological factor to it, so I'm thinking a new threat that is originating at Penshurst will play into that again. The way the Upside Down would factor into all of this is through Victor Creel.
I think it's likely that Victor was involved with Project MKUltra, either as a test subject or staff member, and that could be why he is connected to the vines situation. I'm guessing that Victor has a story about HNL that sounds crazy and that Peter believes him, which leads Peter to uncovering something in Hawkins that starts spreading the vines.
I hope I'm wrong though, because I would have taken almost all of the mystery away from watching the season. However I can imagine other ways in which the characters plots could go, so I'm not too concerned about that. I've decided that I won't be theorising and viewing other theories and leaked photo's and such any longer, so as to not potentially spoil the show before it arrives.
That being said, when the trailers are released I think a lot of folks will be able to figure out some key plot moments, so I'm just going to enjoy the trailers and shut off my mind. I still have no idea whether that train track Hopper was working on is important, so let's hope the other trailers do a good job of keeping us teased throughout.
